The Battle Ground City Council on Monday, Sept. 15 approved a development agreement with BG Village Property LLC, clearing the way for Maddox to cover the costs of new infrastructure needed for its planned expansion east of Battle Ground Village.
The unanimous vote allows the company to move forward with its first two projects on the 60-acre site: a 14,000-square-foot chapel and a 25,000-square-foot conference center. Maddox will fund all permitting, mitigation and construction related to the required extensions of Southeast Rasmussen Boulevard and Southeast 18th Avenue.
“Essentially, the city would be an applicant [for] environmental permitting,” Public Works Director Mark Herceg said. “Maddox would end up paying for all the costs associated with it,” he said.
The council received no public comment on the proposal and adopted the ordinance without dissent. Council members had previously voiced interest in Maddox’s larger vision for the site, which could bring a mix of office, light industrial and civic spaces to Battle Ground and expand the city’s employment base.
The company has framed the chapel and conference center as the first step in a phased plan that could stretch more than a decade. Maddox has signaled it will seek a broader, long-term development agreement with the city to ensure predictability for future phases, which may include a mix of light industrial and civic use spaces.
At an earlier work session, Maddox representatives said the goal is to build where employees live and to strengthen the local economy.
Maddox intends to submit site plans for land use review this fall, with building permits and groundbreaking expected in early 2026.
