Battle Ground council advances developer’s agreement with Maddox

The Battle Ground City Council on Monday approved the first reading of an ordinance to adopt a development agreement with Maddox Industrial Transformer for infrastructure work tied to the company’s expansion east of Battle Ground Village.

The agreement would allow the City to act as the applicant for wetland permits needed to extend SE Rasmussen Boulevard and SE 18th Avenue. Maddox will cover all costs associated with permitting, mitigation and construction. The plot of land associated with the project is where Maddox plans to develop a chapel and conference center, which could break ground as early as spring 2026.

“This is for city infrastructure, it does make sense,” Public Works Director Mark Herceg told council members. “Really, all we’re doing is being the signature on the application.”

The council voted unanimously to move the ordinance forward, setting a public hearing for Sept. 15.

Maddox presented its broader expansion plan to the council earlier this month. The 60-acre project includes light industrial, office and mixed-use spaces, with the chapel and conference center slated as the first phase. The developer has said a second agreement will be needed to cover other elements of the long-term project.
