The Clark County Charter Review Commission will hold a public meeting at 5 p.m. Wednesday, July 8, to gather community feedback and determine which proposed charter amendments will be placed on the November general election ballot.
The meeting will be held in a hybrid format. Residents may attend in person at the Public Service Center, 1300 Franklin St., Vancouver, participate online through WebEx or submit written comments to the commission.
The 15-member commission has reviewed the county’s charter and developed proposed amendments. Voters must approve any charter changes during a general election, according to a Clark County news release.
Proposed amendments address a range of topics, including county elections, housing policy, taxation, ethics oversight, budget transparency and county government operations. Measures include proposals that would require a supermajority vote of the Clark County Council to approve new taxes or tax increases, establish term limits for council members and require housing impact analyses before certain land-use code changes. Other proposals would expand the county’s ethics system, revise initiative and referendum procedures and authorize performance audits of county programs.
The full list of proposed amendments is available at shorturl.at/N4n5G.
Written comments may be submitted to the County Manager's Office, c/o Michelle Pfenning, P.O. Box 5000, Vancouver, WA 98666-5000, or by email to michelle.pfenning@clark.wa.gov. Community members may also provide testimony during the July 8 meeting.
More information, including meeting recordings and a complete list of proposed amendments, is available on the Charter Review Commission page at clark.wa.gov/charter.
