Clark County is seeking public comment on proposed changes to its 2023 Annual Action Plan, including the reallocation of Community Development Block Grant funding after the City of Ridgefield withdrew a project application.
The county announced June 25 that comments are being accepted on a substantial amendment to the plan, which outlines how federal CDBG and HOME funds are used to support housing, community development and related services. The 2023 Annual Action Plan supports the county’s 2020-2024 Consolidated Plan.
Under the proposed amendment, Ridgefield’s Sargent Street Improvements project would be canceled after the city withdrew its application for $202,500 in CDBG funding.
The county is proposing to redirect the funding to three efforts. Proud Ground would receive $119,546 in 2023 CDBG funds for homebuyer assistance for three first-time homebuyers through a community land trust model intended to keep homes permanently affordable.
The Greater Vancouver Chamber would receive $76,000 for business assistance and educational resources for low-income microenterprise owners.
Clark County’s Homeowner Rehabilitation Program would receive an additional $6,954 to provide essential housing repairs for low-income homeowners, helping them maintain safe and affordable housing.
