Charges have been filed against a Longview man arrested last week for allegedly possessing sexually exploitative material involving minors.
Kirk Douglas Turya, 57, of Longview, is charged with first-degree possession of depictions of minors engaged in sexually explicit conduct and two counts of possession of depictions of minors engaged in sexually explicit conduct in the second-degree in Cowlitz County Superior Court.
According to court records, police became aware of Turya last year when a Longview Police Department officer reviewed a tip. Investigators used MaxMind, a company that allows users to geolocate a person’s IP address.
The work produced a name, and following a records check through a police database, they found Turya’s physical address, driver’s license and vehicle registration.
Dropbox reported to the National Center for Missing & Exploited Children that Turya allegedly uploaded one MP4 video, which contained sexually explicit content of a child, age 8 or younger, being sexually assaulted by a man.
From there, the police obtained search warrants for Turya’s accounts with Dropbox, Comcast Cable, Facebook, Google, Hotmail, and T-Mobile.
Court records show Dropbox provided a copy of Turya’s resume, email and the alleged illegal content. Facebook supplied an email, user information, and the illegal content as well. Comcast Cable provided Turya’s apartment address, name and phone number. Hotmail provided information that included Turya’s name, physical address and emails.
Cowlitz County Superior Court Judge Thad Scudder has appointed David Phelan, deputy director of the Cowlitz County Office of Public Defense, to represent Turya.
Turya was arrested on Sept. 10 and taken to the Longview Police Department for an interview. However, after he requested a lawyer, the questioning ceased.
He is currently out on a $50,000 bail with an initial arraignment scheduled for Thursday. Under the terms of his release, Turya must obey all laws and have no contact with anyone under the age of 16.
