Battle Ground annexes 15 acres in unanimous council vote

The Battle Ground City Council unanimously approved the annexation of approximately 15 acres of land during its meeting on Monday, Feb. 3.

The annexation, known as the Winters Annexation, consists of two parcels located east of Northeast 92nd Avenue and south of Northeast 239th Street near Daybreak School.

"Welcome to the city of Battle Ground," Mayor Troy McCoy said.

The annexation follows the 60% petition method, a process that requires signatures from property owners representing at least 60% of the assessed land value before the city can proceed. The parcels have a combined assessed value of $1,092,374.

Upon annexation, the land will be zoned neighborhood commercial and residential 16 units per acre, aligning with the city’s comprehensive plan. The area currently has one dwelling unit with an estimated population of three residents, though future development could increase that number significantly. 

The city’s planning documents indicate that higher-density residential development could be a possibility in the future, potentially bringing in additional tax revenue and new residents.

City services, including police, fire and utilities, will be extended to the newly annexed properties. 



The area is currently served by Clark-Cowlitz Fire Rescue but will transition to Fire District No. 3. Water and sewer services are not immediately available but will be accessible through future developments. 

City staff noted that additional growth in the area could require further infrastructure improvements, including road expansions and increased utility capacity.

Councilmember Shane Bowman inquired about the relocation of the 35 mph speed limit sign at the current city limits to the intersection of Northeast 92nd Avenue and south of Northeast 239th Street due to the annexation. Public Works Director Mark Herceg confirmed the sign will be moved approximately 500 feet to the edge of the new city limits.

A motion was made to adopt Ordinance 2025-01, which was seconded and passed without opposition. The ordinance officially annexes the land into the city, setting in motion administrative steps to finalize the process.

The city anticipates additional property tax revenue from the annexation, estimated at approximately $1,092.37 based on current valuation. However, officials noted that if development occurs on the site, assessed values would likely rise, increasing tax revenue for the city.

With the approval, the annexation will take effect 45 days after adoption. City staff will now proceed with filing the necessary documents with the Office of Financial Management, as required by law.
