One person shot following family dispute near Lake Merwin

A dispute between family members led to a non-fatal shooting in northeast Clark County, according to police.

At about 3:30 p.m. on Sunday, Nov. 13, deputies from the Clark County Sheriff’s Office and officers from the Battle Ground Police Department responded to a disturbance with a weapon at a residence off Northeast Fern Drive and Northeast Columbia Tie Road, on the south bank of Lake Merwin.

The caller, Todd Spencer, 66, said he had shot Donovan Pulver-Downing, 30, following “some type of verbal altercation,” a release from the sheriff’s office stated. Both were determined to be in-laws and lived at the residence.

When law enforcement arrived, Spencer was detained without incident, the release stated. Pulver-Downing was found with gunshot wounds. He was transported via Lifeflight to an area hospital and is expected to survive his injuries, the release stated.

Personnel from the Clark County Sheriff’s Office Major Crimes Unit determined a dispute over a vehicle led “to an armed confrontation where it appeared both suspects had firearms,” the release stated.

“It appeared Spencer may have acted in self-defense,” the release stated.

As of the release, the case is actively being investigated by the major crimes unit.
