The Fort Vancouver National Trust has announced the retirement of Tom Bashwiner, director of Gift Planning since 2007. The Trust has hired attorney Jennifer Kampsula to fill the position beginning August 9.

During his tenure at the Trust, Bashwiner facilitated the establishment of the Trust’s charitable gift annuity program, the Edward and Dollie Lynch Society and the Frank and Joanne Lough Legacy. The latter will generate perpetual support for the annual Veterans Parade at Fort Vancouver and education al programming at the Pearson Air Museum.

Prior to joining the Trust, Bashwiner served as director of Gift Planning at Daybreak Youth Services, a substance abuse program for teens with facilities in both Vancouver and Spokane. Previously, he was the executive director of the St. John Medical Center Foundation in Longview for 15 years. He is a fellow of the Association for Healthcare Philanthropy, a member of the Southwest Washington Estate Planning Council and a long-time member of the Northwest Planned Giving Roundtable. He is a cum laude graduate of Creighton University in Omaha, NE.

Elson Strahan, Trust president, said they will miss how hard Bashwiner worked for the Trust.

“I have had the privilege to work with Tom first as a colleague and then as a member of the Trust staff for a period that spans nearly two decades,” he said. “While we wish him well in his retirement, we will certainly miss his dedication and leadership. Because Tom and his wife, Donna, are long-time donors, we know that they will continue to be frequent participants in our programs.”

Jennifer Kampsula has been an attorney at the Portland firm Kell, Alterman & Runstein, since 1999. Her practice included general and business litigation, as well as business and employment practice, and experience in education and government relations.

The 2004 recipient of the Trust’s General George C. Marshall Public Leadership Award, Kampsula is a member of the Trust’s Marshall Award Recipients Society and also serves on the Trust’s Long Range Planning and Celebrate Freedom committees. She is a Leadership Clark County graduate.

Her other volunteer work includes serving as a legislative ambassador with the American Cancer Society Cancer Action Network, which is the advocacy affiliate of the American Cancer Society.

Through her work with ACS CAN, she has helped influence important cancer-related legislation that has reduced exposure to tobacco, increased access to cancer screenings and protected federal funding for cancer research. She has also volunteered with the Oregon State Trial Lawyers’ Association.

In 1999, Kampsula received her Juris Doctorate from the University of Washington School of Law and is a member of the Washington State Bar and the Oregon State Bar. She graduated magna cum laude from Seattle University with a Bachelor of Arts in Political Science and Philosophy and a minor in English.

“We are so pleased to have Jennifer transition from her role as a Trust volunteer to staff member,” said Strahan. “She is passionate about our mission and with her extensive legal experience Jennifer will easily be able to focus on gift planning instruments, regulations and opportunities to provide the greatest benefit to our donors on behalf of the Trust.”
